The authors substantiate the influence of managers on the adoption of innovative decisions in the process of restructuring. Particular attention is paid to the impact of managerial dynamic capabilities on the effectiveness of the innovation implementation. The authors determine the role of personal characteristics of managers, their willingness to take risk in making and implementing innovative decisions. The survey of managers of different management levels made it possible to conclude that, in addition to resource constraints (material, financial) innovation management is determined by the leader characteristics of managers and managerial dynamic capabilities. Unwillingness of business leaders to take innovation risks is often the reason that slows down the process of implementing innovative decisions in restructuring and reduces its effectiveness. Managerial dynamic capabilities play an extremely important role in identifying new opportunities for enterprises and creating their resource base.
